The Enforce Password Policy checkbox displays on the Create New SQL Login dialog box.
The Create New SQL Login dialog box is accessed when creating a new user.
From the Users toolbar icon, click Users from the dropdown. In the User Accounts window, click Add User. In the first Add User Wizard window, click the SQL button. In the Select SQL Login window, click Create New SQL Server Login:
The step in Online Help (both pVault and Sage Paperless Construction) concerning the Enforce Password Policy checkbox says to click this checkbox (for SQL Server version 2005 or later), to enforce strong passwords on the SQL Server.

If this checkbox is clicked, the SQL server password policy is enforced. This is something the customer sets up on their own in SQL and it is configurable. They can restrict it to whatever they want. For example, they can determine there is a minimum or maximum number of characters, that special characters are required as are upper and lower case characters, etc. All this checkbox does is read the restrictions from SQL that the client has set up and make users in pVault (or Sage Paperless Construction) follow these restrictions when setting up a password.
